1. First create a new layer Layers >> New >> Layer... and click okay, then fill it with #D62031 and set it to Color Dodge at 100%.

2. Next go to Image >> Adjustments >> Brightness/Contrast... and make it match the picture below:

3. Now duplicate the base layer and bring it to the top and set it to Hue at 100%.

4. Duplicate the base layer again, bring it to the top and set it to Hard Light at 100%.

5. Duplicate the base layer for a third time, drag it to the top and set it to Screen at 100% and your done!
