1. First start off by duplicating the image go to Layers >> Duplicate and set it to Screen at 78%.

2. Now create a new layer Layers >> New >> Layer... and click okay, thenfill it with #212780 which is a dark blue/navy color, set this layer to Normal at 40%.

3. Now go to Layers >> Layers Adjustment Layer >> Curves >> Click Okay

4. Select Blue and then select a spot on the line and then put in:
input: 75
output: 87
Now select another spot on the line and put in:
input: 102
output: 163 and click okay.

5. Finally take the base layer, duplicate it and drag it to the top and set it to Linear Light at 37%.
